Scaling support: Coordinating J-1 teacher placements
across Hawai‘i’s islands

This case study will offer a deep dive into the logistical and programmatic considerations of managing the arrival, onboarding, and retention of a large group of J-1 exchange teachers in a uniquely complex geographic and regulatory environment.

Hawai‘i’s public schools face chronic teacher shortages, especially in rural and remote areas. In response, the Hawai‘i State Department of Education has partnered with J-1 visa Sponsors to recruit highly qualified international teachers—most recently welcoming a large cohort from the Philippines. Jimmy Brazelton of Teacher Lounge and James Urbaniak of the Hawaii Department of Education will present this case study.

They will offer insight into: 

  • Coordinating arrivals and orientations across multiple locations across a geographic region, each location with a unique infrastructure and support system.
  • Pre-departure preparation specific to their context as educators transitioning from one educational system to another
  • Navigating US public education onboarding requirements, including fingerprinting, background checks, health screenings, and state certifications
  • Coordination with multiple agencies, accommodation and transportation providers, and service providers
  • Strategies for successful collaboration between school districts and visa Sponsors in ways that honour the spirit of cultural exchange

This session will offer listeners the chance to better understand the challenges and opportunities of placing large cohorts of international teachers in public school systems and gain actionable strategies and best practices for managing regulatory and onboarding processes specific to US public schools.

Mark Overmann serves as Executive Director of the Alliance for International Exchange, a public policy association that acts as the collective advocacy voice of the educational and cultural exchange community in the United States. Mark previously worked at the Alliance as Assistant Director and Deputy Director from 2009-2015.

Mark has also served as a Senior Manager at Accenture Federal Services supporting global health and diplomacy programs; Vice President of External Affairs at InterExchange; Director of College Communications at Georgetown University; and Program Associate for Communications at Global Ties U.S.

Mark has a bachelor’s in English from the University of Notre Dame and a master’s in International Communication from American University’s School of International Service. He is co-author with Sherry Mueller of Working World: Careers in International Education, Exchange, and Development (Georgetown University Press, 2008, 2014).

For the past years as Director General of WYSE Travel Confederation, David has led the Amsterdam-based team in representing and advocating the youth, student and educational travel industry. During his tenure as Director General, WYSE Travel Confederation has expanded upon its legacy of producing essential market research and industry events, and supporting top-notch youth travel organisations worldwide.

Prior to becoming Director General, David was an active board member of STAY WYSE and chairman of WYSE Travel Confederation. He brought a wealth of experience in both the youth travel and hospitality sectors, having served for six years as COO and Deputy Director of a London based non-profit social centre with student accommodation.

He also worked at some of the best hotels in Europe including Grosvenor House, The Waldorf and the George V in Paris before becoming General Manager of several of the UK’s top country house hotels.
