The Backpacker Youth and Adventure Tourism Association (BYATA) welcomes the announcement from Tourism and Hospitality Minister Hon Louise Upston to develop a New Zealand Tourism Policy Statement, describing it as a critical step toward a more aligned and sustainable tourism system.

The proposed Policy Statement will establish a clear framework for the sector, defining the roles of central government, local government, and industry. BYATA says this clarity will enable more coordinated decision-making and support a stronger, more resilient tourism ecosystem.

Importantly, the Policy Statement will help guide upcoming Long-Term Plan (LTP) processes, ensuring tourism is more effectively considered in local planning and investment decisions.

BYATA has been actively involved in recent Tourism Growth Roadmap workshops and supports the focus on system-wide improvement rather than structural reform.

BYATA Chair Haydn Marriner says the announcement signals positive momentum for the industry: “This has been a long time coming. We’ve been closely involved in shaping the growth roadmap, so it’s encouraging to see real traction—particularly with cross-party support. For our members, this is about ensuring the backpacker, youth and adventure sector is recognised as a vital part of New Zealand’s tourism system—contributing economically, supporting regional communities, and delivering meaningful visitor experiences.”

BYATA will continue to engage in upcoming workshops to help shape the Policy Statement and ensure strong industry representation.
